There is a single main highway along which lies every major city between the rebel stronghold of Benghazi in the east and the capital Tripoli in the west. It snakes along the coast and passes through Ajdabiya, Brega, Sirte and Misrata, cities made world famous by months of back and forth, and deadly, conflict.

The four of us were riding in the back of a red minibus at the beginning of April, approaching the strategic oil town of Brega, where some of the heaviest fighting of the conflict had been taking place. Our driver was a teenage boy, like his friend in the passenger’s seat. The so-called front in this war was always changing.

But we had already passed the last rebel checkpoint and we knew whatever front existed was beginning to reveal itself. We were getting nervous. We knew the boys driving were scouting the road ahead, and maybe on their own initiative. Anton, the most experienced journalist in the group, mumbled something about it being risky.

We could feel our guts begin to tighten. Manu and I looked at each other.

I really wish they had been more honest. The goal is to prevent other families from experiencing the fragmented, ineffective government response she says she endured, when multiple officials and agencies worked the case without anyone being singularly responsible for getting him home, and warned her and other hostage families of potential prosecution if they paid ransom to kidnappers. The most meaningful change was a Obama administration directive that created an FBI-led fusion cell to work full-time on hostage cases and appointed a State Department special envoy to handle diplomatic negotiations.

Current and former government officials describe the hostage recovery process, and communicating with families, as an urgent priority. The fusion cell structure remains intact under President Donald Trump, who Foley praises for his interest in hostage issues despite an occasional collision of values with his administration. The first FBI official assigned to the case was inexperienced, Foley said.

Several unnamed Arab countries are willing to conduct airstrikes against the Islamic State in conjunction with the United States, Britain and other countries, according to a report published Sunday. Peter Theo Curtis, an American journalist, has been freed in Syria after nearly two years of being held captive. He had been abducted in Turkey near the Syrian border in October The militants of Islamic State sent an email to James Foley’s parents just one week before they published the video of the journalists’ gory execution.

Hostages taken by radical militants may be journalists or regular civilians, but they are almost always used to garner cash, power or both. The James Foley execution video serves as a grim reminder that journalists are often captured with hardly any public acknowledgment, then used as valuable hostages.

James Foley was one of the few to have explored the present Middle East turmoil from end to end — from Libya in the west to Afghanistan in the east. A man of easy charm and relaxed mien, he penetrated places where Westerners now fear to tread, and in his career in journalism demonstrated bravery unknown to many who have spent much longer in the business than his brief six years.

His photojournalism included searing pictures that went round the world of the difficulties faced by doctors in Syria trying to treat wounded patients under war conditions. Adversity did not faze him: colleagues, hearing with shock of his beheading, after two years in captivity, at the hands of the upstart Islamic State now controlling much of northern Iraq, all recall his ability, even in handcuffs in the bleakest of prisons, to keep up the general morale.

Foley appears to have been singled out from other Western captives in Iraq for especially brutal treatment such as beatings, and ultimately his chilling fate, because he was an American. His final nightmare began on 22 November , when, having filed stories for GlobalPost and Agence France-Presse at an internet cafe in the town of Taftanaz in Syria, he and a translator took a taxi towards the Turkish frontier.

The vehicle was stopped and he was seized by four gunmen; the translator was released. Some might have called it foolhardy to choose the most anarchic places in the world for missions so soon after changing career, as Foley did, from teaching to investigative foreign reporting. But the history graduate, the eldest of five children, had a younger brother in the US Air Force, and curiosity burned within him about what was going on out there in the deserts over which American jet engines roared.

Foley wanted to see what was going on, from the ground. He took a freelance photojournalist job with GlobalPost , an online news service, and despite warnings not to go headed for Libya as the recently rehabilitated rogue state of Colonel Muammar Gaddafi dissolved into chaos in He embedded himself with the rebels closing in, and had his first blooding.
